The second of four children, Luu grew up in Saigon (now Ho Chi Minh City), Vietnam. Her father worked as a clerk for the U.S. Army, and her mother was a homemaker. In April 1975, as the Vietnam War ended, Luu’s parents decided to leave the country. Luu’s family was permitted to leave on a U.S. Army plane because of her father’s connections.
